KwaDukuza Municipality (KDM) is currently undertaking a General Valuation (GV) Roll of all properties, which will form the basis for your municipal rates from 1 July 2026. This process is a statutory requirement in terms of the Municipal Property Rates Act (MPRA) No. 6 of 2004.
The GV Roll determines the market value of each property as at a single valuation date, ensuring a consistent and fair approach to calculating rates across the municipality. Market value reflects what a property would reasonably sell for between a willing buyer and seller under normal market conditions.
Due to the volume of properties, valuations are conducted using computer-assisted mass appraisal techniques and market data, rather than physical inspections of every property.
